Udyam Registration and MSME Classification: Revised 2025 Limits, How to Register and the Benefits for Small Businesses
Micro, small and medium enterprises (MSMEs) are the backbone of Punjab's economy — from Ludhiana's hosiery and bicycle units to Jalandhar's sports-goods makers and small agro-processing units across the state. Udyam registration is the gateway to most government support for these businesses. This guide explains the classification rules, how to register and why it matters.
The legal basis
MSMEs are defined under the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006. In 2020 the Government moved from separate definitions for manufacturing and services to a composite criterion of investment and turnover, applying to both. In the Union Budget 2025–26 the limits were revised upwards, effective 1 April 2025.
The current classification (from 1 April 2025)
| Category | Investment in plant, machinery or equipment | Annual turnover |
|---|---|---|
| Micro | up to ₹2.5 crore | up to ₹10 crore |
| Small | up to ₹25 crore | up to ₹100 crore |
| Medium | up to ₹125 crore | up to ₹500 crore |
An enterprise must satisfy both conditions to stay in a category; if it exceeds either limit, it moves to the next category. Exports are excluded when calculating turnover for classification.
For comparison, the 2020 limits were ₹1 crore/₹5 crore (micro), ₹10 crore/₹50 crore (small) and ₹50 crore/₹250 crore (medium). The 2025 revision raised investment limits by 2.5 times and turnover limits by 2 times.
Udyam registration: step by step
Udyam Registration, launched on 1 July 2020, replaced the older Udyog Aadhaar Memorandum. It is free, online, paperless and based on self-declaration.
- Go to the official udyamregistration.gov.in portal (beware of private sites that charge fees).
- Enter the Aadhaar number of the proprietor, managing partner or authorised signatory.
- Enter the PAN of the enterprise; investment and turnover details are fetched from income-tax and GST records where available.
- Fill in business details — name, address, activity (NIC code), bank account, employees.
- Submit; an Udyam Registration Number and e-certificate are issued.
Udyam Assist Platform (UAP): launched in 2023 for informal micro enterprises that do not have GSTIN or PAN, so that they too can access priority-sector lending benefits. Registration is facilitated through designated agencies.
Benefits of being a registered MSME
| Benefit | What it means |
|---|---|
| Priority sector lending | Bank loans to MSMEs count towards banks' priority sector targets, making banks more willing to lend |
| Collateral-free credit | Access to CGTMSE-guaranteed loans |
| Protection against delayed payments | Under the MSMED Act, buyers must pay micro and small suppliers within the agreed period, not exceeding 45 days; delays attract compound interest at three times the RBI bank rate; disputes can go to the MSME Facilitation Council (via the Samadhaan portal) |
| Income-tax rule (Section 43B(h)) | Since 2024, payments to micro and small suppliers delayed beyond the MSMED Act limit cannot be claimed as a business expense until paid |
| Public procurement | Central ministries and CPSEs must procure at least 25% of their annual purchases from micro and small enterprises, including sub-targets for SC/ST- and women-owned units |
| TReDS | Invoices on buyers can be discounted on TReDS platforms |
| Scheme access | ZED certification support, cluster development, marketing assistance and state incentives |

Common mistakes to avoid
- Registering through unofficial websites that charge money — the official registration is free.
- Assuming the classification depends only on investment; turnover matters too.
- Forgetting to update the registration when the business grows; reclassification follows ITR and GST data.
